CICERO: capital investment criteria for energy resource optimization. A productivity improvement program for the 1980s

CICERO, an acronym for Capital Investment Criteria for Energy Resource Optimization, uses the Second Law of Thermodynamics to analyze and maximize the efficiencies of various energy systems. The Second Law not only can suggest improvements in processing to lower capital and energy costs, it can also stimulate the discovery of new processing techniques. The energy-management techniques comprising CICERO can be used together or individually; they are advanced engineering, total-factor productivity analysis, management-systems analysis, and financial planning. The program is conducted in a two-stage process: Stage 1 reviews the situation quickly to see if a full-scale effort is warranted and Stage 2 involves a custom-tailored program using the above-mentioned techniques. CICERO may or may not conserve energy; its goal is to improve productivity for those companies who have gone as far as they can go with energy-in-isolation approaches. 1 figure.
