Air quality issues and approaches in the Southwest: a report of the Southwest region under stress policy project

An increase of natural resource development and population are having serious environmental impacts on the Southwest (defined in this paper as Four Corners states of Arizona, Colorado, New Mexico, and Utah). Air quality is especially vulnerable and introduces uncertainties about the rate and level of the region's future development. Policy options to deal with the two main sources of pollution - heavy industry and automotive vehicles - are examined after a review of regional environmental legislation. Regulatory approaches based on Federal and state laws have had only limited success in both cases, but there are opportunities for major initiatives the states could take to make pollution unprofitable by changing the system of economic incentives. If the states fail to take these steps, and parituclarly if the extractive industries develop rapidly without regulations, atmospheric quality will get progressively worse. 45 references.
