American politics and the organization of energy decision making

A review of the literature on policy and decision making confirms that, while much has been written about energy supplies in the post-embargo period, there is a lack of scholarship in this writing upon which speedy action can be based. The author identifies the four components of decision making: the issues, the participants and their expectations, organization and processess, and proposals and programs. He finds a lack of systematic research on the political aspects of energy decision making. Present literature fails to analyze the existing decision making apparatus; it ignores existing knowledge about the subject; it is self-contradictory; and it fails to consider the pluralistic nature and the organizational, institutional, and political factors involved. The present policy characterized as crisis response politics is reflected in the literature, which is inadequate for formulating effective policy. 53 references.
