The CAA Amendments and the market for laboratory services

This paper reports on environmental legislation and regulations that are the primary driving forces behind the analytical services business. Passage of the CAA Amendments, promulgation of landfill gas monitoring regulations and initiation of a hazardous air pollutant (HAP) work area within the framework of EPA's Contract Laboratory Program (CLP) have caused a massive shift within the laboratory community toward developing HAP analytical capabilities and capacities. The current capacity of commercial laboratories for HAP-related services is a small fraction of what will be needed to satisfy demands created by these programs over the next decade. The Amendments cover a wide range of air pollutant sources and will create a strong market for analytical services.
