State energy-preparedness policy: a question of policy gaps in the Federalist context

Focusing on the linkage between national and state energy emergency policy decision making, this study takes an intergovernmental perspective on California's and the national government's effort to develop contingency policy to meet a third foreign oil disruption. Their relationship demonstrates policy frictions that could undermine an effective response. These problems include uncertainty over reliance on the free market, the state's limited fiscal resources, and preemption questions. Some changes in the administration's New Federalism are needed so that a system, rather than a prescribed set, of responses can handle changing conditions and coordinate preparedness policy at the different levels of government. 36 references.
