Money for energy-conservation projects by governmental agencies

A new source of funds is available to state and local governments for energy-conservation projects from the private sector, through energy services companies. These companies provide initial investments to improve the energy efficiency of buildings, and allow the repayment of the investment out of the resulting savings. At the end of the contract period, the improvements and the savings all accrue to the governmental agency at no out-of-pocket cost and at no risk.
