Conservation Service Reform Act of 1986. A report submitted to the House of Representatives, Ninety-Ninth Congress, Second Session, March 6, 1986
The House Committee on Energy and Commerce amends H.R. 969 by making a complete substitution. It also amends the title to reflect the suggested changes. The Bill would expand the flexibility states and utilities have to develop and implement alternatives to the Federal residential conservation program. It also continues until 1990 the national conservation program and repeals the Commercial and Apartment Conservation Service (CACS) program. The report summarizes the purpose and need for legislation, committee activities and findings, economic and legislative impacts, and makes a section-by-section analysis. Both the committee and the Congressional Budget Office estimate savings due to the elimination of federal responsibilities in the home energy audit program. 1 figure, 1 table.
