A report from the House Committee on Interior and Insular Affairs on proposed amendments (H.R. 3653) to the Atomic Energy Act of 1954 that would improve procedures for nuclear insurance is favorable, but suggests some changes. The purpose of H.R. 3653 is to extend the Price-Anderson Act provisions for another 10 years. The bill also increases the liability of commercial nuclear power plants and the DOE under indemnity agreements with its contractors for public liability resulting from a nuclear accident, strengthens the congressional commitment to compensate the public fully and promptly for damage in excess of the statutory limitations on liability, and obligates the federal government to fully compensate the public for damages resulting from activities involving nuclear waste.
