Draft regulatory guide and value/impact statement: station blackout

This guide describes a method acceptable to the NRC staff for complying with the proposed Commission regulation that would require nuclear power plants to be capable of coping with a station blackout for a specified duration. This guide applies to all commercial light-water-cooled nuclear power plants.
