This patent describes an idling speed control system for an internal combustion engine comprises: engine speed sensing means for detecting speed of the engine, target idling speed determining means for setting a target idling speed, intake air mass flow determining means for obtaining a difference between an actual idling speed of the engine detected by the engine speed sensing means and the target idling speed set by the target idling speed determining means, intake air mass flow adjusting means for adjusting intake air mass flow supplied actually to the combustion chamber of the engine in response to the control signal, and extra intake air supplying means for causing the intake air mass flow adjusting means to start supplying the combustion chamber of the engine with extra intake air mass flow.
