Energy: planning guide for Minnesota communities

This guidebook is designed to provide a basic energy planning process for local officials, planners, and citizens to use in developing a comprehensive energy plan for their communities. Recognizing the limited resources of many local governments, the guidebook is designed in two parts: the comprehensive planning process, contained in the text chapters; and the Energy Planning Tools Library, which describes options and techniques for increasing energy efficiency and the use of renewable resources. Communities that choose not to take the comprehensive approach can use individual tools as their needs dictate. Communities opting to do comprehensive energy planning can use the tools to support parts of the planning effort.
