County energy production handbook. [Guide for local planning and policies for renewable energy]

County governments can develop energy management policies and renewable energy resources, which are derived, directly or indirectly, from the sun's energy. They can also provide incentives for county residents to develop these resources. This guidebook discusses the relations between energy costs, energy supply, and the economic well-being of the community. It gives examples of local governments that have integrated energy considerations into their economic development plans, communities already benefiting from a range or renewable technology projects, and positive steps taken to remove institutional barriers and ensure solar access. The role that renewable energy can play in the comprehensive energy-planning process is defined. The final chapter gives an overview of local and state technical resources and funds and Federal programs that local governments can employ to develop energy projects. 145 references, 14 figures, 13 tables.
