The goals of the Ohio River Basin Energy Study (ORBES) are: (1) to identify and evaluate the potential consequences of various levels, rates, and patterns of future energy development in the Ohio River Basin; (2) to formulate policy alternatives that could mitigate the undesirable consequences; and (3) to summarize this information and present the results throughout the ORBES region. Phase I of ORBES, conducted from August 1976 through August 1977, was a preliminary assessment of the potential impacts of four plausible energy development scenarios for the lower Ohio River valley. Phase II, which began in September 1977 represents an extensive in-depth assessment based on the issues identified during Phase I.
