Climate challenge program: A successful voluntary approach to greenhouse gas mitigation

On Earth Day, 1994, the heads of the electric utility trade associations, the Tennessee Valley Authority and the Department of Energy (DOE) Secretary Hazel O`Leary signed a Memorandum of Understanding (M.O.U) that set forth guiding principles for the Climate Challenge Program in the US. The M.O.U. contains three elements that are at the heart of the program: (1) Utility-specific agreements (called Participation Accords) with the DOE, delineating the type(s) of commitment by the utility to reduce, avoid or sequester greenhouse gas emissions. (2) Annual reporting by the utilities on their activities and achievements. (3) joint evaluation, by the utilities and the DOE, of the utility`s progress and a discussion on possible voluntary adjustments to the utilities` commitments.
