Title: Climate challenge electricity utility voluntary actions to reduce greenhouse gas emissions

The Climate Challenge program has been notable for its high levels of participation and breadth of activities. As of February 1996, 114 Participation Accords between DOE and the individual utilities had been signed, accounting for over 60% of total 1990 utility generation capacity and CO{sub 2} emissions. GHG reduction activities cited in these agreements span a broad range of supply-side and demand-side and demand-side initiatives, as well as numerous GHG offset programs in the US and abroad. Widespread participation in Climate Challenge and the vigorous participation by its members exemplifies a new era of cooperation between DOE and the electric utility industry. Secretary O`Leary`s vision of transforming DOE`s role and functions provided additional momentum for a voluntary program. As the Secretary puts it, Voluntary is not a dirty word. The central concept behind Climate Challenge is that flexibility results in significantly lower costs because utilities face diverse circumstances and place different valuations on specific technologies and emission reduction options. The challenge of Climate Challenge is not merely in terms of tons and carbons reduced, but also in terms of forgoing partnerships to reassert technological leadership in the areas of energy and environment, to advance economic growth, and to show that the government and private industry do much better working together voluntarily as opposed to command and control approach.
