Ambient water-quality criteria for 2,3,7,8-tetrachlorodibenzo-p-dioxin

Pursuant to Section 304(A)(1) of the Clean Water Act, this document was developed to publish criteria for water quality accurately reflecting the latest scientific knowledge. A summary of the criteria for 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) is as follows. Not enough data are available concerning the effects of 2,3,7,8-TCDD on aquatic life and its uses to allow derivation of national criteria. For the maximum protection of human health from the potential carcinogenic effects due to exposure to 2,3,7,8-TCDD through ingestion of contaminated water and contaminated aquatic organisms, the ambient water concentration should be zero based on the non-threshold assumption for this chemical. However, zero level may not be attainable at the present time. Other concentrations representing different risk levels may be calculated. The risk estimate range is presented for information purposes and does not represent an Agency judgment on an 'acceptable' risk level.
