Witnesses at a hearing on H.R. 3917, which extends compliance requirements for the Solid Waste Disposal Act, and amendments to the Resource Conservation and Recovery Act (RCRA) included spokesmen from industries producing hazardous wastes, environmental groups, and the Environmental Protection Agency (EPA). The witnesses were asked to confine their oral testimony to the impact of requirements that land disposal facilities certify compliance with ground water and financial responsibility requirements, which for many requires difficult to obtain liability insurance, and the EPA's misinterpretation of earlier legislation affecting land disposal of untreated hazardous wastes.
