States have key role in preserving wetlands

States are in a key position to implement comprehensive wetlands protection and management programs, say the authors. They note that states have experience in environmental programs, have on-the-ground knowledge of their wetlands, can integrate wetlands conservation with comprehensive land-use plans, and can make use of such devices as property-tax incentives, land trusts, and zoning techniques. In addition, they say, states also hold more promise for mustering the political will necessary to achieve comprehensive reforms that no-net-loss will require. The National Governors Association has endorsed the no-net-loss concept, and several states have moved toward implementation, Leape and Sherk say. These includes Maryland, which passed the first state wetlands legislation with a no-net-loss goal. As an important first step toward state action, the authors recommend a State Wetlands Conservation Plan.
