We present the theory of a vortex-monopole Coulomb gas on a two-dimensional sphere. We discuss the structure of Kosterlitz-Thouless phase transitions and show they are the same as in the planar case. The effective Lagrangian induced by vortices and monopoles is constructed and shown to require quantization of monopole charge and to exhibit a generalized form of vortex-monopole duality.
