Small power, cogeneration coming into full bloom

State regulations vary in what utilities pay to small power producers in avoided costs and how much power they may generate. But small producers, and cogeneration operators, are rapidly increasing in number. Using renewable sources, small producers range from cottage industries to corporate subsidiaries. Cogenerators, making a product as well as heat/power, use scarce fossil fuels and have no limit on power produced. Avoided costs vary from state to state, by season, and by lead peak. Currently utilities pay from about 2.5 cents to 9.5 cents/kWh. The Supreme Court has ruled that utilities must pay and interconnect with small producers and cogenerators. Public utility commissions will be looking into rate methods.
