Energy outlook is bright - if hard issues are resolved

Mr. Decker notes that public perception that the energy crisis is over makes it harder to make difficult long-term decisions because public opinion does not match reality. He observes that oil will continue to be the dominant fuel in this century, even though immediate problems of price will shift to those of supply unless the downward trend in domestic production changes. It will take more than price decontrol to bring about that reversal. Although the facts favor nuclear power, present public policy is draining talent from the nuclear field. Strong leadership is required, in addition, to persuade the public that coal production and new fuel and combustion technologies deserve immediate support if energy is to be available when it is needed. Mr. Decker feels the public must be persuaded to support and promote industrial conservation to a more-sophisticated and capital-intensive stage through incentives rather than primitive regulations.
