Title: State and local financing of hazardous waste cleanup at uncontrolled sites in New England

An evaluation of options available to state decision makers for financing the cleanup of uncontrolled hazardous waste sites focuses on the task of raising Superfund matching funds in the New England states. The authors outline four criteria: program management, public accountability, fairness, and susceptibility to competition. Traditional methods of funding predominate, but more creative ways will be needed to provide funds that are difficult to tap. New strategies include placing cleanup responsibilities under the same organizational umbrella with another state function that generates adequate revenue and expanding local regulatory authority so that local officials can negotiate simultaneously on a variety of environmental and zoning issues. Creative financing may be useful, within limits, in overcoming the competition for funds, but the central financing problem remains that of elevating its claim to public resources to a higher priority. 3 tables.
