Two-Dimensional Localization and Superconductor-Insulator Transition in Strongly Underdoped Single Crystals of Y{sub 1{minus}{ital x}}Pr{sub {ital x}}Ba{sub 2} Cu{sub 3}O{sub 7{minus}{delta}}

In-plane ({rho}{sub ab}) and out-of-plane ({rho}{sub c}) normal state resistivities of insulating PrBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} and superconducting Y{sub 0.47}Pr{sub 0.53}Ba{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} (T{sub c}{approx}18 K) {ital crystals} have been measured using a ``flux transformer`` method. In the insulating sample we have found that {rho}{sub c}/{rho}{sub ab}=a+bT{sup {minus}2/3} over two decades of temperature, which indicates {ital two-dimensional localization.} By suppressing the onset of superconductivity with a magnetic field, we have observed that low T{sub c} Y{sub 1{minus}x}Pr{sub x}Ba{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} is transformed into a 2D insulator with transport properties similar to those of PrBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}}. {copyright} {ital 1998} {ital The American Physical Society}
