The purposes of this bill are to reduce our reliance on foreign energy supplies; encourage development of domestically available oil and gas while reducing the amount of energy used by promoting conservation; enhance competition in the natural gas industry; enhance usage to natural gas through improving access to new markets; promote the development of alternative sources of energy; and encourage the development and utilization of environmentally sound sources of energy, such as compressed natural gas for vehicular use and solar energy for residential and commercial use.
