The bill would require the Secretary of Energy to conduct a fuel cell research and development program and to establish a national transportation fuel blend requirement. The purposes of the program are to provide alternatives to petroleum; to increase fuel flexibility; to reduce pollution; to decrease the reliance of the US on foreign supplies of energy; to establish a program to encourage the development of alternative fuels in passenger vehicles; and to require that 10% of the motor transportation fuel be derived from non-petroleum sources.
