Fifty years ago the Tennessee Valley Authority was widely heralded as the pioneer in integrated resource management. Ten years ago it was criticized by environmental groups for its insensitivity to preserving the quality of the valley's land and waters. In this article, a former chairman of the TVA board tells of these shifts and of the innovative posture the agency has regained in recent years.
