Practices of the Electric Power Research Institute (EPRI) in the selection and contracting of research projects

The National Association of Regulatory Utility Commissioners (NARUC) report on the Electric Power Research Institute (EPRI) procedures for setting research priorities, selecting research projects, and choosing research contractors focuses on 18 selected EPRI research projects. The investigation finds that the procedures are generally appropriate and consistent. It identifies several opportunities for strengthening the EPRI process for selecting contractors, specifically competitive awards instead of sole source contracting. From the perspective of the regulatory community, action could be taken to strengthen the formal procedures for NARUC input into the EPRI research and development planning process. References for the study consist of EPRI reports and publications. 4 tables.
