Government officials, atmospheric scientists and representatives from environmental groups were among those testifying at a hearing addressing one of the country's most serious environmental health problems, the failure of many of America's urban areas to attain the Clean Air Act's air quality standards for ozone and carbon monoxide. H.R. 3054 amends the Clean Air Act to reduce the harmful effects of air pollution associated with ozone and carbon monoxide concentrations at levels above the National Ambient Air Quality Standard, and for other purposes. The bill deals with both sides of the nonattainment problem. It is a moderate bill that would extend the Clean air Act deadlines for America's cities, removing the possibility of construction bans or other sanctions for areas that have not achieved the standards by the end of this year.
