Training program evaluation that works
A major obstacle that accompanies training program accreditation is implementing an evaluation system that will show that training programs can adjust to the dynamic conditions that characterize plant operation - personnel changes, plant modifications, and especially the changing levels of employee ability brought on by training itself. Carolina Power and Light Co. (CP and L) has substantially overcome this obstacle through its follow-up evaluation program. Characteristics of the follow-up evaluation program include: (1) fulfills the requirements of accreditation, NUREG 1220, and the systematic approach to training as defined in NUREG 3750; (2) requires a minimum of time from employees and supervisors to provide information about training program effectiveness (typically < 1/2 h/yr); (3) fits into the loop of training program analysis, design, development, implementation, and evaluation; and (4) utilizes information from several sources: follow-up of trainees after they complete training, follow-up of supervision, end-of-course evaluations, and input from management in the form of advisory committees.
