A series of three hearings on the reauthorization of the Hazardous Materials Transportation Act brought testimony from representatives of the railway, trucking, chemical, and other industries, environmental agencies, engineers, and safety experts. The goal of the legislation is to maximize public safety while meeting the need to transport chemical and nuclear waste materials. This entails developing the technologies for handling materials safely and establishing guidelines that will be consistent and coordinated. Witnesses urged increases in both funding and staffing for this purpose. A major point of concern was the right of local jurisdictions to impose more stringent regulations than those set by the federal government.
