Renewable energy sources could compete in free market

Rep. Ottinger says that renewable energy sources could compete in a free market if one existed, but that President Reagan's subsidies to the nuclear power industry, his proposal to withdraw solar and conservation tax credits, his support of nuclear public relations while eliminating the same information service for conservation, and other actions show that the market isn't free. He notes that the marketplace may send proper price signals, but doesn't provide investment capital for the poor or account for the distortions of oil imports on the economy and foreign policy. He observes that Reagan's effort to suspend the balanced energy program has not been subjected to a cost-benefit test. (DCK)
