Sixteen witnesses spoke at a hearing on H.R. 4923 addressed to tax credits and allowable tax deductions available to regulated electric utilities to give the views of the electric utility industry, regulators, economists, and several state governments. At issue was whether it is wise for the government to spend public money to subsidize utility investments in electric services. The proposed legislation combines tax and energy policies to see if they are compatible or counterproductive. No Federal Energy Regulatory Commissioners attended the hearing. H.R. 4923 is an effort to see that utilities use a least-cost approach to acquiring resources and to eliminate the phantom tax which is passed on to ratepayers. The aim of reform is to see that costs and benefits of utility investment accrue to the same customers.
