Part one of the legislative record covers four days of hearings held to consider seven Senate bills, one sponsored by the administration, affecting natural gas markets and amending the Natural Gas Policy Act of 1978. At issue were the rapid escalation of natural gas prices during a period of excess deliverable supply and a decline in demand. Also of concern was the recent decline in drilling activity that could result in future supply shortages and the need to balance production incentives with consumer protection. The statements of 82 witnesses present the views of citizen groups, industry, the natural gas indutry, regulators, and federal agencies, as well as those of congressmen. (DCK)
