This report is in four parts. Part I reviews the extensive developments during 1978 under the Clean Air Act (CAA) and Clean Water Act. Developments affecting electric utilities centered on rulemaking activity by the Environmental Protection Agency (EPA) implementing various major provisions of the 1977 Admendments to the CAA. Those provisions involved air quality criteria and standards, the prevention of significant deterioration, new source performance standards, and nonattainment provisions. Other developments concerned litigation resulting from rulemaking activity and from EPA enforcement and other actions under the pre-1977 regulation framework. Water-pollution developments center on effluent limitation guidelines and criteria, standards, and planning for toxic pollutants. EPA has also during the year undertaken wholesale reorganization and reform of its National Pollutant Discharge Elimination System procedural rules. Developments concerning the Nuclear Regulatory Commission's interpretation of its role in evaluating aquatic environmental impacts when licensing nuclear power plants are discussed. New enforcement policy initiatives and judicial developments are reviewed. Part II briefly considers other Federal developments significant to the electric power industry. Part III updates last year's review of developments concerning solar energy, mainly consumer protection, and covers Federal legislation and regulation and state legislation. Part IV consists of the 1978 reports from selected states (Maryland, Minnesota, New York, Ohio, and Washington) covering legislative, judicial, and administrative activities.
