Public Service Co. of New Hampshire is under regulatory order to conduct a fire sale of some of its stock in the Seabrook nuclear plants. But the other utilities don't have to buy, and most of them probably won't. Unit Two of the controversial plant clearly seems doomed, and some analysts have begun asking probing quextions about whether Unit One should be completed. Public Service is over extended more than the other utilities, and the New Hampshire Public Utilities Commission suggests that the weaknesses revealed in 10 years of construction cost estimates reveal an inability to manage financial affairs.
