A growing need for power in New Hampshire and the attention given during construction to quality control are the justifications the Public Service Company of New Hampshire is making for licensing the Seabrook nuclear plant. A fragile financial situation, however, and a construction completion cost of $5.8 billion still face the utility, which is taking management steps to emphasize the experience of its operators and the high quality of its preparations in order to build public confidence.
