Seven witnesses testified at a two-day hearing on OPEC's agreement to stabilize oil prices and production levels and its impact on both non-OPEC producers and on oil-importing countries. Of particular concern is the need to moderate the effects of a sudden drop in oil prices and to take a long view of future supplies. The witnesses, including Energy Secretary Donald Hodel, Charles Schotta of the Treasury Department, and a panel of consumers, producers, and royalty owners, explored the advantages and disadvantages of the current price decline.
