The internal kink modes with m>1 are studied in a tokamak of circular cross section with low shear and a high value of the parameter ..beta../sub J/, which is the ratio of the average plasma pressure to the average pressure of the poloidal magnetic field. The results show that a low-shear tokamak is more stable than a high-shear tokamak with respect to these modes.
