Results of full-kinematics measurements of {pi}{sup {minus}}{ital p} {r arrow} {pi}{sup {minus}}{pi}{sup +}{ital n}, {pi}{sup {minus}}{ital p} {r arrow} {pi}{sup {minus}}{pi}{sup 0}{ital p} and {pi}{sup +}{ital p} {r arrow} {pi}{sup +}{pi}{sup +}{ital n} in the threshold region are compared with current-algebra calculations. Discrepancies can be largely attributed to isobar production, but even the threshold behavior is not adequately described by existing calculations.
