Demonstration of the accurate volume measurement system in the plutonium conversion development facility

This paper reports that in a nuclear materials reprocessing plant or a plutonium conversion plant, it is very important for material accountancy and safeguards that volume of Plutonium Nitrate solution (PuN) is measured accurately. a new accurate volume measurement system has been developed and demonstrated at the Plutonium Conversion Development Facility (PC-DF) in PNC Tokai Works. Two differential digital quartz pressure transducers are set with careful settings and some adaptations for each tank. Error of pressure measurement is always within 2 Pa (0.01% of measurement range) for over five years with recalibration once a year. Operators can monitor accurate volume continuously for each tank and they are free from unexpected maintenance. This system has been used for accountancy works and demonstrated successfully to STA (Science and Technology Agency of Japan) and IAEA during inspections for safeguards, such as transfers of PuN from the Tokai Reprocessing Plant (TRP) to PCDF, physical Inventory takings, and annual tank recalibrations, since 1984.
