The issues to be discussed include the various methods available to reduce operational pollution and their enforcement potential. A matter of concern is the Coast Guard's continuing policy of accepting officers certificates issued by flag states using dubious or nonexistent standards. Will this practice be changed by the drafting of the recent Intergovernmental Maritime Consultative Organization Convention on Standards of Training, Certification, and Watchkeeping for Seafarers. Also reexamined will be the Coast Guard's foreign flag boarding program and their use of information.
