NRC involvement in readiness reviews

In November 1984, the NRC agreed to participate in the pilot operational readiness review program proposed by Georgia Power Company (GPC) for Plant Vogtle, Unit 1, located near Waynesboro, Georgia. The pilot readiness review program has been completed at Vogtle Unit 1, and a license was issued for loading fuel and for low-power operation, as of January 16, 1987. The pilot program at Vogtle has been judged by both GPC and the NRC to be an outstanding success. Overall, the pilot program demonstrated that the readiness review concept can bring predictability and stability to the inspection and licensing process - predictable in the sense that the licensee and NRC can come to early agreement that the licensee's process and program meet NRC requirements, and stable in the sense that the NRC licensing and inspection program to be implemented throughout the design, construction, and preoperational phases will be well defined and understood at the outset. The pilot program also demonstrated that the readiness review concept, while requiring a commitment of NRC resources earlier in the licensing process, is prudent in minimizing the risk of a larger commitment of resources later and with the lost flexibility of later determining the extent and timing of the commitment in question. The earlier identification of problems during the Vogtle readiness review also gave the NRC greater review flexibility with less time pressure to resolve problems and issues before issuance of the operating license and without impacting the license schedule.
