Bidding on new electric capacity is certainly the hottest issue to confront the energy industry since the early days of avoided costs. It dominates today's meeting, seminars and conferences and the column-inches of energy publications. Yet, astonishingly, there is almost unanimous consensus that bidding is workable, can be administered fairly, and is an idea whose time has come. Utilities see in it a fine way to get back into capacity building, probably unregulated capacity building, and to regain control of energy production. This can be accomplished, they feel, if states, not FERC, are allowed to control bidding systems, if utilities are allowed to continue to administer bidding systems in their territories, if they are allowed to compete in their service areas with their own cogen affiliates, if they are allowed to seek bids for only as much power as they need when they need it, and if those terrible words all-source are removed forever as an adjective for bidding. Ratepayers are seen as the real beneficiaries of competitive bidding.
