Urge FERC to move cautiously in developing bidding guidelines

Competitive bidding is conceptually a simple approach to allocating future resources, but it is complex in implementation. This is primarily due to the fact that cost-based bidding is the use of the market to develop future avoided costs. The market can be somewhat shortsighted, however, and does not necessarily address all of the issues pertinent to prudent long-range energy planning. In response, some states concerned with fuel and size diversity, environmental concerns, system reliability and other resource development issues have created allocation systems parallel to cost-based bidding. This practical complexity of competitive bidding requires that FERC take a cautious and studied approach to developing workable guidelines to implementation which are consistent with PURPA and the needs of the states. Here, Dr. Hamrin, executive director of the National Independent Energy Producers, notes their 20-point program of recommendations designed to preserve balanced energy policy.
