FERC Chairman favors competitive bidding, ready to extend PURPA-like benefits to nonqualifying facilties

In what may well be the seminal address on electric power policy for this decade, the Chairman of the FERC speaks in favor of a competitive wholesale power market, with competitive bids displacing avoided cost regulation, the reduction of regulatory barriers to entry to the power market, and restrictions on traditional electric utility participation based upon their zone of economic influence rather than a simplistic referral to utility or nonutility status.
