The main purpose of this study was to investigate Energy Conserving Opportunities (ECO`s) for energy projects. An energy conserving opportunity is any change in the existing physical construction or operating practices of the USDB that can lessen the amount of energy utilized in the form of water, electricity, fuel oil, and natural gas. Any of the individual ECO projects studied can be merged to form a larger project with discrete parts. The main funding group is the Energy Conservation Investment Program (ECIP) for projects with a construction cost exceeding $200,000, a Savings to Investment Ratio (SIR) of greater than one, and a simple payback period of less than 10 years. The second funding group is the Military Construction Army (MCA) for projects with a construction cost exceeding $200,000 and a SIR of greater than one.
