The American Mining Congress, in a declaration of policy presented October 8, 1978, recommends courses of action that reflect the views of the U.S. mining industry on pertinent national energy issues. National environmental policies and energy policies must recognize that the quality of the environment depends on people's use of resources, and that minerals are essential to maintain and improve environmental quality. National policy should ensure that mineral extraction and processing be accompanied by balanced requirements for environmental protection. The U.S. has been unable adequately to expand exploration and development of petroleum, coal, uranium, and geothermal steam because of stifling governmental regulations, including environmental requirements.
