There was no new federal legislation dealing with solid and hazardous wastes during 1982. Several court challenges dealt with sections of the Resource Conservation and Recovery Act, the Toxic Substances Control Act, and other waste laws. Of major interest were new interpretations of state preemption issues. Administrative developments related to the National Contingency Plan, landfill disposal, financial responsibility, etc. State developments focused on California's Superfund Act and facility siting. 206 references.
