This bill would amend the Motor Vehicle Information and Cost Savings Act to require new standards for corporate average fuel economy. The bill retains current standards through 1995, namely 27.5 miles per gallon. For the years 1996 through 2000, the average fuel economy standard required shall be an amount equal to the average fuel economy achieved by a manufacturer in model year 1988, plus an amount equal to 20%, as long as the standard is not less than 27.5 miles per gallon nor more than 40 miles per gallon. After the year 2001, the standard is plus 40% of the 1988 average, but not less than 33 nor more than 45 miles per gallon. Similar standards are described for automobiles other than passenger cars. Fuel economy testing, an explanatory booklet distributed by the Secretary of Energy, studies to be undertaken, and violations of average fuel economy standard are described.
