A decade of environmental awareness began with the January 1, 1970 signing of the National Environmental Policy Act (NEPA) and was followed by major legislation covering occupational health and safety, land use, pesticide control, endangered species, water and air quality, and land reclamation. The groundwork for reform was laid down and the public was included in all levels of environmental decision making. Some environmentalists are concerned that progress will slip in the 1980s as economic and energy priorities conflict with the resolution of remaining problems. The origins and development of a national environmental movement are traced from the 19th century to the organization of public-interest groups in the 1960s. Critics of the movement challenge what they see as irrational anti-science and anti-technology attitudes. Some groups foresee a preoccupation with technical issues, urban environment, or competition over single issues. It is hoped that the movement's capacity to change and grow will keep it viable. 13 references. (DCK)
